Hi Connie, To be honest, I have NEVER seen anyone put Kasre in personal names. I just tried all books in my small shelf and NONE of them had kasre on the cover page. Note that all of these books have been bought in the past year in Tehran (Enghelaab). Here is the list of names I checked for curious:
