Indeed. I was able to build world after invoking the apt-get line in J.2.3 on that page. The only adjustment I had to make is to add a symbolic from /usr/share/sgml/openjade1.3 to /usr/share/sgml/jade because it was looking for the 'catalog' file in the latter.
