I found out that it is illegal in California to charge an extra fee to cover 
credit card acceptance fees, but some people are still doing it.

As for not being able to pass costs on, true Ebay doesn't allow you to ask 
for additoinal money. But, you can price accordingly with no problem as most 
ebay sellers do.
