The charging of a fee to use a credit card is also a violation of a federal 
regulation.  And, it is also a violation of the 
merchants credit card account agreement.  All PayPal and eBay are doing is 
following the good advice of their attorneys.

Now, I take great delight in reporting all of these "please add 3% to the price 
sellers" to the proper authorities.  It is almost 
as much entertainment as reporting spammers.  And, I consider both to be the 
same type of individuals.  Now if the seller 
offers a discount for cash, check or money order this is more than acceptable.
