Occurs to me that even if a shill wins, this just opens the door for  
the seller to send a "second chance offer" to the next highest bidder,  
saying that there was a problem with the winner's payment, etc...
This has happened to me a couple of times when I bid more than I knew  
an item would ordinarily bring, because I really wanted the item.

Perhaps if Ebay did away with the second chance offer it would reduce  
the amount of dishonest selling?
