There is a lot to this actually.  For all of the details I would suggest 
reading the PayPal site.  But the 
quick answer is that there are many nice computer programs that will generate a 
valid credit card 
number and expiry date.  they do not yet generate the 3 digit "security" code 
on the back though.  I have 
personally experienced this little feat of computer science in an unpleasant 
way, it is real.  Now PayPal 
is also aware of this and to protect the receiver of funds and themselves they 
want to "verify" who you 
are and not just who you say you are.  Thus the link to a bank account.  If 
this bothers you then open a 
savings account with a minimum balance and use that.  If you go to the bank 
today to open an account 
at a bank where you have no other account be sure to bring a lot of proof of 
who you are.  The banking 
laws are quite strict on opening checking and savings accounts.  A loan is a 
different ball game , along 
with a credit card.
