There are so many differences between PayPal and Amazon that it's not worth comparing. I'll only point out the one difference that matters -- Amazon is a retail company and eBay is not. Amazon takes your CC because they sell you stuff. PayPal doesn't sell product. There's no logical basis in any comparisons between the two whatsoever, as they are wholly different business models with wholly different purposes.
I don't know what percentage of Amazon's trade is through the 3rd party sellers (though I certainly have had good luck buying from them). I don't know why Amazon may not be vulnerable to the kinds of scams PayPal has had to protect itself from on the fly, but PayPal is a whole lot more visible. I'd call 'em up and ask them. I hav no doubt there's a simple, sensible answer to your questions. Meanwhile, maybe Amazon has a better business model set up with their 3rd party sellers (who I guarantee you have to give plenty of info beyond a CC#). But if PayPal didn't work, it wouldn't be there this long and it certainly wouldn't be growing. I remind you that it's the seller who causes the problem initially, and not PayPal or eBay. I give explicit instructions to any seller I buy from if it's something particularly fragile or difficult to pack, and to a person they've all responded very positively -- and in spite of grabbing 14" pathes and 40's-60's era stacker turntables, I haven't had a single incident. That's my tip -- know who you're buying from, introduce yourself and get to know them, and gauge their packing experience thusly, and teach them not to toss a Columbia AS into a carboard box and hope for the best BEFORE they ship it.
