I disagree. I doubt many people will use ext/dotnet and ext/java to use technologies. People don't like to spread themselves into too many technologies. They will most likely use a full-blown dotnet or java solution. I think it is important for PHP to fill the gaps in a few areas including web services. I am not sure how well know Pear is (I assume most of this stuff would be done in Pear) but it'd make sense to at some point push PHP+Pear as the PHP Platform giving solutions for things dotnet and java give.
