Confirmed - if my mouse pointer is over the vim window, then I get the 
behavior described in my last post (ie, shortcuts do not work). If I 
hover over the PIDA UI, they *do* work.

My window manager is strictly click-to-focus.

So, it does not appear to be an issue of what's got the focus - but 
where the mouse pointer is.
