Except this code won't run until you've already upgraded SUNWipkg to a
revision that has the incorporation issue fixed.

What we want to do is to tell users to install the latest SUNWipkg that's
appropriate for the constraints they have on their system.  But the only
way we can determine that correctly is to go through the same codepath that
the incorporations go through, so if you don't trust it, you don't trust
it.

Every other way of determining the version to use is based on one or more
conventions that may or may not change wildly in the future.
