After cornering Dave Comay for a little while this afternoon, I have
revised this proposal.  Here is the new proposal:

At image-update time:

1) pkg(5) will check itself to see if it SUNWipkg is downrev from the
   latest version published against the current 'entire' incorporation.
   If not, it will emit a message asking the user to update the packaging
   system and exit.

2) Once SUNWipkg is up to date, we'll proceed with the image-update as
   before.  AFTER a successful update, we'll print a note about consulting
   the release notes.

   I'd be happy to use a short-form URL for this information, if someone
   could help me to obtain one.  Offline, I've asked David, Dave, Kelly, and
   Glynn to assign an owner to resolve the various criticisms posted about
   the release notes.

Here's how it will go.  I am still adjusting the messages but these
are close to the final versions:


# pkg image-update
Checking that SUNWipkg (in '/') is up to date.
WARNING: pkg(5) appears to be out of date, and should be updated before
running image-update.

Please update pkg(5) using 'pfexec pkg install SUNWipkg' and then retry
the image-update.
