So I'm not terribly sure that 8004 ought to be delivered with the same
changeset, but I'll pick the bug up.

Please keep the constant of 128*1024*1024 in one spot, and use that
as the default value for the functions. There's no reason we should
go hunting for this number in several different spots if we ever
decide that the default value should be 256M instead of 128M.
I'd like to see a test for when the working set is set size is set
to 0. This is also likely tied into a test described in bug 8004
which it would be nice to have as part of this wad.
