13242 packages published by importer should depend on their
consolidation incorporation
13243 importer should build entire, just as it builds consolidation
incorporations

Code has been updated to automatically update catalog &
search indices after publishing to file:// repo, plus
incorporates everyone's feedback.
Code looks correct to me. Thanks so much for doing this.
I'm assuming you've tested a merged repo. I'd think it would work OK,
but we do have one consolidation incorporation that only has sparc
packages, and thus only gets created on sparc.
I've not tested them, but entire is different for sparc and x86 right
now since redistributable is as well. There's no reason this shouldn't
work.
I'll also note that this means the solver really must behave correctly
when switching repos. My current workaround for the situation we
discussed (new version of osnet-incorporation in a new repo while
switching preferred/sticky repos at the same time) is to remove the
incorporation. That will no longer be an option of course.

Hence my comment in the bug requiring testing.... I'll make sure
my fixes go back first.
