Shawn from the GUI standpoint having it non-blocking is the default we need.
Padraig has tested this and it works well for us.

The only thing we run in the background now is our check for updates and
if this fails its no big deal, we just reschedule the check.

I tried to do a Refresh in Package Manager while WebInstall was
installing a package from the StartPage and I got an information message
from Package Manager:
The image cannot be modified as it is ncurrently in use by another
package client:
package-manager-webinstall on opensolaris, pid 26628.
When the webinstall had finisher I tried again and it worked this time.
