This set of changes (I believe) resolves all of johansen's comments.
Change Summary:
* Added blocking_locks property to client api to control locking
behaviour with appropriate warning about no timeout mechanism.
* Added blocking_locks property to image
* Expanded client_api_versions.txt change summary
* Ensures image lock file exists once lock is obtained.
