We may not - but this way other complex sets of inter-related software

It sounds to me like you agree we might want to have more than one value
for the attribute ... or am I reading you wrong? If so, then the code
probably should start supporting it from the start.
I think I mis-understood your comment; you meant whether or not this
attribute was multi-valued, not could have different values for
different packages.
I really do not anticipate a single package being part of two
install-holds... what are your thoughts?
