You mean the relationship from libgphoto2-2 to libgphoto2-l10n, right?
I don't see a particular usecase for this (after all, they're compiled .mo's,
and aren't strictly version-dependant). OTOH, it doesn't do any harm, so I
added it.

While the files in /usr/share/libgphoto2/ are localized messages as well (at
least reading the comments in them), I'm not exactly sure what would happen if
"english" (which I suppose would be the default) is missing. For .mo's, I can
reasonably say that the string found in the code would be used; but these are
hex-things, and I don't really want to risk breaking anything.
So I'll just keep those "weird" ones together with the main library, while the
"proper" localized messages will be split.
Regarding the s/Recommends/Depends/: please remember that a user might not want
localization at all, and making the library unnecessarily depend on them would
be a PITA for them. Instead, "normal" users, with no customization of the way
APT works, will still get the locales; who doesn't want them can deinstall
them, or prevent their installation, or have Recommends not installed by
default (like I do).
