One small change I would recommend is to use unzip in step b) to reduce the tool dependencies. I think this is consistent with what cpack does on windows. See http://cmake.org/HTML/Download.html for an example of zip results produced by cpack on windows). Regardless of this minor issue, it appears we have arrived at a viable method to make binary releases for our windows users, and I think we are going to see our PLplot efforts have a lot more impact in the windows world as a result.
