Yes, PalmOS supports more than one record ID list.  However, that
feature is deprecated by Palm.  I quote (from
http://www.palmos.com/dev/tech/docs/FileFormats/Intro.html#939653),
"Since a single record list can be used to describe the maximum number
of records (64K) in a file, multiple record lists are never required."
I suggest we disallow them in the Plucker format.
