There's actually work on a backend-independent implementation of database
access for PHP. Forgot what it's called, but it should be at www.php.net
for the interested.
Just to throw my 2c in: I like both PHP and mod_perl. For simple
applications, I'd write it in PHP. However, one very grave (for me)
drawback to PHP is its lackluster support for regexps. For some cases,
PHP's almost as cantankerous as C.
