Yeah, Microsoft calls it Election. So when ur win95 boots up first, it
broadcast and that broadcast is used for the election on who will be
maintaining the browse list. Kasi, only one on the network should be the
master browser. You can configure win9x machine to not to participate in
elections. You can also force samba to become the master browser.  Do some
magic with smb.conf.
