Paying a tariff that is more than half the cost of the DVD themselves
isn't fair. I am not saying that I should not pay tariff, but at least
it should be fair market value.
That's what's wrong. If the %^#$%$!! idiot customs had followed the rules, you would have paid a 25% tariff. That's why it's important that the declared value of the item is on the package. You can contest their valuation right away if it's more than 25% of the declared value + shipping cost.
