technology was there to make our lives easier :-> the problem with your
problem above is that the technology you use is still in infancy stage...
wait until artificial intelligence and speech recognition became matured...
microsoft is going on that path (see who are the people behind on that
technology http://research.microsoft.com/research/people/default.aspx) ...
if we reach there who needs a pen and a paper anyway? :->

I agree with fooler. The state of Massachusetts is still going to use MS Office for now because OpenOffice or StarOffice doesn't have that much support for the disabled. They will be using ODF though. If I'm not mistaken, they're starting a roll-out plan for OpenOffice or StarOffice.
