Open source program != open codec/file format. Anyway, section 11,
which ammends the Intellectual Property Code classifies protocols and
file formats as non-patentable. For "trade secrets" like
CSS-decryption, well thats another story. I guess that means the
government should encourage non-region encoded DVD video.
