Use SharpDevelop (http://www.icsharpcode.net).

.NET is an accepted standard, so .NET-based solutions
should be okay.

The bill proposed the **preference** on the use of:

1. software using open standards over proprietary ones
2. use of FOSS software over closed-source and/or
commercial ones.
