of course. i'm just saying we don't know what the requirement could be in the future. it could be a program based on bsd and the government may want a closed solution plugin for example that does may meet a certain niche. and the document does have that provision, i know. it just reads that it is skewed to one software methodology when it shouldn't be.

i just wanted to point out that open source programs are less important than open documents/protocols even open dvd standards etc. etc. i apologize if i wasn't being clear. open source isn't free beer, it simply means the source code is out there for you to see, to change if you want to but you're responsible to share your discoveries/changes with others in the same manner as you got it. it makes us all smarter and better. i don't like to see we favoring one method over another when both can exist in the same environment because they are just methods to form solutions. open documents, open interoperability is better because anybody can just develop a solution to access data--- free for all whether you favor one method (open) or another (closed) and that is democracy.

but i agree...open interchange formats, whether applied to protocols or files, are great. i'd even say this is essential. otherwise....vendor lock in.

i'd love to see that kind of thing as the very first and most straightforward thing this bill should be doing (para no zealot in lawyers' barong can construe it for their own purposes). this bill will have teeth if that happens and dapat whole hearted yung support natin.

that should be the very first thing on such piece of legislation. open code/open file format/open document is more important i think than an open source program. because everyone can access the same piece of information. the dnd may not want a particular source code for encryption/decryption/spying to be blatantly out in the open for national security reasons (which can be based on bsd-code or closed software) for example but it sure would be great if the document format that they use for their daily office work, can be shared with say, the department of science and technology. interoperability is much much more important in this world where everything IS shared. so it doesn't matter what platform you're on--- linux, windows, osx or whatnut version 9.0. it just works for everybody.
