thats not true. the most popular encryption are open source. everybody
knows how rsa, aes and des  are implemented. actually the US military
is going to adopt commercial software technologies for their own
internet called the global information grid.

their daily office work, can be shared with say, the department of science
and technology. interoperability is much much more important in this world
where everything IS shared. so it doesn't matter what platform you're on---
linux, windows, osx or whatnut version 9.0. it just works for everybody.

yeah open format for a few  years then full open afterwards. i would
also like to impose hardware standards too because foreign companies
are beginning to lock up the hardware.
