That makes no sense. The two are NOT mutually exclusive. We can do both at thje same time. To saty we should delay one to promote the other is really engaging in a logical fallacy. There's no reason why BOTH cannot be pursued concurrently. There is, however, a good reason why we should not delay FOSS adoption in government: we're wasting money on propiretayr, overpriced solutions that often sacrifice security and trap government agencies with vendor lock-in.
