i agree, most IT people in the government are just too lazy, i'm not of them though :D some are close minded zealots who are afraid of change which IMO is the cause of stagnation of our dearest country.

i have a question to ask, let's say that this bill gets passed into law, how sure are we that it is going to be implemented to the fullest? we are a country with too many laws but the problem lies in the one enforcing it.
