how do you spoof the sms then? is the sms equipment a terminal or just
a ubiquitous phone? the only security you need to worry about is the
server receiving the sms and the network where the servers reside.

to prevent the possibility of coerced messages its better to rely on
numbers. like have 20 people sending the tally results. so all you
need to do is establish the reliability and trustworthiness of the
senders months before the election.

and if we can find a way to track the location of the sender then
thats good enough.
