The bottom line is that the government will have to spend on
administrators whether it uses proprietary software or FOSS. So claiming
that there are these hidden costs in FOSS is just more FUD. The same costs
are in proprietary software. Dean seems to overlook this fact.
What Dean also seems to forget is that there have been studies that show
that it is easier to maintain certain popular FOSS systems. Windows
servers typically need more maintanance than Linux servers, for example.
The administration costs of proprietary software are just as high, if not
much higher, than for comparable FOSS systems.
In the end, proprietary systems have a cost that FOSS systems typically
DON'T have: licensing. So even if the admin costs are the same (and that's
not usually true, as FOSS systems are often cheaper), then the government
still saves millions if it uses FOSS. Simple math.
