Baka nahihirapan lang sya mag administer, I think one of the better alternatives is a commercial distro like Xandros which runs KDE and is very windows - like.

the deluxe edition or the premium edition (not sure) ships with codeweavers, which easily installs M$-Office 2003 and other essential windows apps, If the user is much more familiar with using Adobe Acrobat reader - for example, than its opensource equivalent, you can install that too.

Xandros has great hardware support, so I dont see much problems with detecting cameras and printers too.

I had a problem installing one scanner though, but it was a very very very old model scanner.

and there's an open circulation xandros too, and the sysad can install wine to run office. for the regular office users, the only important things are to have M$ Office, read email, browse and have instant messaging (try skype) but if they want yahoo messenger meron din naman for linux ryt?

Any suggestion will be helpful. If I can show that half or 2/3 of the problems he raised could have been solved had he tried harder, management might indeed ask the sys ad to try harder.
