You forgot the most important one...a good idea to focus on,
an intellectual itch that just needs to be scratched. 

But we seem to be missing an important distinction about
"F/OSS manpower".  Are these the people who can write
application using F/OSS tools (e.g. PHP, MYSQL, Ruby)
Or are these the people who contribute to the backend
(e.g. fixing bugs of PHP5)?
