For the 2010 elections, Comelec will use PCOS machines to count votes from 
paper ballots.  It will be computerized counting of votes on paper ballots.

The canvassing at the municipal/provincial/national/crogressional levels will 
also be conputerized with precinct ER data transmitted from the PCOS machines 
via the cellular network.

The reason why they are doing this fully computerized version of elections is 
because it is the law -- RA-9369.  Which is to say that this is the way Comelec 
is interpreting RA-9369.
