I strongly disagree.

One cannot use sudo where there are issues at boot and the system is
in run level one prompting for a root password to do (for example) file system
maintenance. 

Without the root PW you're in a world of hurt. 
Bootable CDs are not a reliable answer either. 

Yes, use sudo for
day to day work.  But have a password on the root account for when it is
required.
