Run your mailing list using majordomo. You can declare the list
as moderated. All postings go to the moderator, and are broadcast
on the list only when the moderator approves the posting. All this
is done by email, but you can have a web interface to majordomo
management using majorcool.
Majordomo is available from greatcircle, and majorcool is difficult
to find but its there somewhere.
