GCC is the compiler, it handles both C and C++ (thru g++ frontend?)
It is just the same as the tcc (Turbo C command line compiler) or the
Microsoft cl.exe (not sure) commandline compiler that Microsoft Visual
C++
runs in the background everytime you hit the Compile Button.
But with regards to Kylix, there will be a free downloadable version
sometime mid-2001. And in the meantime, the KDevelop (like
Microsoft Visual Studio) Integrated Development Environment is
available.

There's no need for pirated tools to develop great software.
