I guess you have no idea how the GPS system works.  It works by measuring
the time it takes for a signal to travel from the satellites to your GPS
receiver.  If you receiver's internal clock is exactly synced with the
highly accurate atomic clocks carried by the satellites, the time taken
for the signal to travel from three satellites should determine your
position.  For this to be any accurate, you'd need clocks of the utmost
accuracy on the satellites.

So you could synchronize an NTP server based on the time signals from
several satellites using a GPS receiver (since your position is fixed
anyhow).
