ip-up.local is normally executed by ip-up which, in turn, is normally
executed by pppd.  pppd is almost always run with root permissions.  A
script typically inherits the permissions of it's caller.  So, the
answer to your question is no, if a normal user can execute pppd and
pppd is suid root.
