This ought to be easy.  First of all, set up your FTP server for anonymous
FTP.  This usually means creating an anonymous FTP user, whose home
directory is where the FTP files are stored.  Set up a disk quota for this
user, of 50 megabytes.  And since you say traffic is minimal, you will not
then need LVS or some other type of load balancer to handle heavy traffic.

I would recommend for now ProFTPd as your FTP server.  The more common
wu-ftpd that Red Hat and most other distros install is chock full of holes
and is a big security risk, as of this version anyway.  Compile and
install it from source if you like, or get a binary package.  Set up
anonymous FTP access by editing the pertinent sections in the
configuration file, and create the FTP user whose home directory is where
the anonymous FTP repository is to reside.
