This may sound silly too but it may worth a try.
Why not create another group say group2 where everyone is a member
except user2. Create another folder say folder4 owned by user1 and group2
with permission 770. Put folder2 and folder3 inside folder4 without
changing their permissions. Theoretically, user2 can read folder1 but not
folder4 (and thus folder2 and folder3).
