It seems like the new kernel patches being released are exactly that: kernel patches.
They don't contain the cmd tree anymore. I don't know about RedHat or other RPM-based
distributions, but most of the userland applications are available via the Debian
unstable tree.
The CVS snapshots have the complete cmd tree, though, and among them xfsprogs which
has mkfs.xfs.
