1) make sure ftpd is installed i.e. do something like:
find / -name "*.ftpd"
you should get something like:
/usr/sbin/in.ftpd
2) make sure xinetd is running the ftp daemon:
cd /etc/xinetd.d
ls
you should be able to find a filename with the word ftp usually wu-ftpd
cat wu-ftpd
most distros have ftpd disabled so you should see something like:
disable=yes
fireup your favorite text editor and change disable=yes to disable=no
3) restart inetd or restart your computer
