PureFTPD seems to work well, but so far we've only used it for anonymous
access.

The solution I've been thinking of for people who want to upload web
pages into servers would be to make a CGI script that runs over an SSL
web server where they would upload a ZIP archive containing all of their
web pages.  The script would erase their document root and extract the
ZIP there to replace it.
