The people there would appreciate ideas on firewall development, though the Linux-specific stuff can be discussed here at PLUG. I'm part of the ph-cert (security organization) core group. The org is in start-up mode and I'm working on the educational aspects. One of the projects we're looking at is security tools oriented towards Philippine use, and your help will be greatly appreciated!
