on what sort of mailing list this (or any other) group should have.

On a list where ask-then-summarise-offlist-answers is tradition, that
tradition is maintained -- on an ongoing basis -- through the usual
variety of social means, and that sort of unofficial enforcement
_works_.  Your and the earlier poster's assertion that it cannot work is
demonstrably incorrect.  (Demonstrably through reference to
counter-examples.)  You happen to not _like_ that sort of list, but
that's a wholly different topic.

That is _a_ policy.  There are others.
