This sounds reasonable. It's the bounce-back reports from mailer daemons
that you may want to think about. I don't think you want them where all
the "spam" is coming from ("ano ba itong
[EMAIL PROTECTED] na ito? Virus siguro.").

Notice that when someone sends an email to the PLUG mailing list Mailman
broadcasts it to all subscribers and automagically munges the reply-to
so that replies by default are sent to PLUG and not to the individual
senders. This is what the Reply-To header is for, and you can use this
to your advantage.

Instead of having to parse all email to [EMAIL PROTECTED] at the mail
server, and then rerouting it to [EMAIL PROTECTED] or some other
territory , you can have the email sent out have a custom Reply-To
header already (since to send out the email you'd have accessed the
database anyway and would know what territory this person is covered
by).

Of course you'll still have to handle mail that is sent to
[EMAIL PROTECTED] manually (eg: not a reply). But then you already cut on
a lot of processing needs by setting the reply-to headers of outgoing
advisories.
