Ok, I get your point here. It would be better that the bounce-back reports will be addressed only to the administrator of [EMAIL PROTECTED] who will make a report to the respective regional/district office to investigate and/or confirm the taxpayer if it's really the right e-mail address that they provided. But how about the idea of making a dedicated e-mail accounts for the different regional/district offices for this purpose?
