If there is room for improvement and the Filipino can do it, why not? The big name distros are also imperfect. We can rectify the problems from each distro and come up with the best Filipino distro. You see, Red Hat has crippled KDE libs and other broken gcc libs all over the place. We can fix that by packaging stable and standard KDE and gcc with Bayanihan. Mandrake has broken supermount. We can package a better supermount than them. Include packages for apt-get, urpmi, or synaptic. Xandros has the slickest and greatest GUI tools of all desktop distros, but they're not open source. I believe the Filipinos can engineer better GUI tools and have the balls to open source it. Create an emergency Knoppix-like rescue CD on the same set of CDs, or a trial CD of some sort. Take the best, fix what's broken in other distros and incorporate it in a Filipino distro.
