i *truly* hesitate to contradict fooler.  but here i think i must.
*correctness* (the quality of the program such that it results in
the correct answer[s])is the top priority for a program's quality.
execution time is a *far*third*.  usually maintainability is
second.  but i'm willing to compromise on that, sure.  execution
time can be second.  on the other hand, execution time efficiency
can be solved many ways *after* a correction solution has been 
found.
